Frequently Asked Questions by Owners and General Contractors

1. Can I participate in the SafeBuild Alliance Prequalification, Assessment, and Certification (PAC) Program without joining SafeBuild Alliance?

No, all participants in the SafeBuild Alliance PAC Program are SafeBuild Alliance members.

2. Can I join SafeBuild Alliance and not participate in the certification program.
Yes

3. How many Owner/GC's can view my profile if I participate in the SafeBuild Alliance PAC program as an assessed contractor?
Currently there are 9 Owners/GC's who can view profiles. These include: Andersen Construction, Hoffman Construction, Skanska, Intel, Solar World, CM2H Hill, TCM, Oregon Electric Group, Performance Contracting.

4. Can I participate in the ConstructSecure Program as an Owner/GC without joining SafeBuild Alliance?

Yes, but you will pay $5000 to participate in the ConstructSecure Program as a stand-alone Owner/GC. As a result of a partnership agreement with ConstructSecure, Owner/GC's who are SafeBuild Alliance members pay only $1000. That is a savings of $4000!

5. Can I participate in ConstructSecure and complete the contractor safety assessment without joining SafeBuild Alliance?

Yes, but not all of the Owner/GC's participating in SafeBuild Alliance PAC Program will be able to view your profile and it may cost you more than participating in the SafeBuild Alliance PAC program.

6. Who is considered a contractor?

For purposes of SafeBuild Alliance PAC certification, any business that is providing construction related services and is not an Owner or General Contractor is considered a contractor. Contractors are participating to have their performance and programs assessed. Owners and general contractors evaluate the assessment of potential contractors. Examples of contractors are trade contractors, architects and engineering firms who might be a subcontractor or third tier contractor.

7. When should I enroll in CSAP?

You should enroll in CSAP as an Owner or General Contractor to access contractor assessment information. If you are performing work as a contractor to an Owner or GC you should enroll as a contractor.

8. As an Owner or GC who wants to view contractor profiles, how do I enroll in ConstructSecure through SafeBuild Alliance PAC Program?

Any Owner or GC who is a member of SafeBuild Alliance can pay the $1000 enrollment fee to SafeBuild Alliance and will be given an enrollment code to enter the ConstructSecure site. SafeBuild Alliance payment may be made by check or credit card. Mail checks to

FAQ's by contractors and subcontractors

11. Can I join SafeBuild Alliance and not participate in the PAC program?

Yes, but you may be required to enroll in the PAC by Owners/GC's participating in PAC.

12. Can I participate in in the Construct Secure Program without joining the SafeBuild Alliance?

Yes, but you will not be listed so that Owners and General Contractors affiliated with the SafeBuild Alliance can see your data and you will not receive other benefits provided to SafeBuild Alliance members.

13. Our company enrolled in SafeBuild Alliance but when we click on the SafeBuild Alliance button at ConstructSecure it says we must first enroll in SafeBuild Alliance?

When you register for SafeBuild Alliance, we notify Construct that you are a member eligible to enroll using the SafeBuild Alliance button. Sometimes this takes a day or two. Please contact the SafeBuild Alliance office if your enrollment in CSAP is urgent.

15. When should I enroll in CSAP?

You should enroll before you bid on any construction project for a participating Owner or General Contractor. Enrolling early will give you more time to address any issues that could adjust your score prior to review by an Owner or GC.

16. If I receive a low score is there a way to increase my score?

Yes, the assessment program will identify your safety program's weaknesses. Many of these weaknesses can be adjusted through updates to your corporate safety program. Changes to your program can be updated in the system at any time and will instantly make the adjustment to your score. SafeBuild Alliance staff and members may be able to assist you in improving your score through a review of your responses and program. Contact the SafeBuild Alliance office for help.

17. What will I need to enter information into the CSAP?

• Federal Tax ID
• Valid Credit Card for $500 or $1,000 enrollment fee
• EMR from last three years
• OSHA lost workday data from last three years
• OSHA recordable incident data from last three years
• Employee hours worked data from last three years
• OSHA citations from last three years
• Electronic version of your company safety manual (the manual cannot be a scanned version, but it can either be in Microsoft Word or PDF created from a word processing software.)
• Electronic version OSHA 300 Summary Form
• Electronic version EMR certificate

18. Should I enroll even if I do not have all of the information readily available?

Yes, you only need your Tax ID number and credit card to enroll in the program. You can update information as it becomes available. Several companies have completed the assessment questions but are in the process of converting their safety manuals to an electronic format.

19. Do I need to enter all of the information at once?

No, the information you enter will be saved when you logout.

21. Why do I need to upload my safety manual?

The CSAP compares the answers to the questions in Management Systems, Safety Program Elements and Special Programs tabs to your safety manual. For example, if you answer yes to the question that asks if you have a head protection program and your safety manual does not have any description of a head protection program, the CSAP application will detect that discrepancy and discount it from your score. Your score does not become valid until your safety manual is uploaded.

22. What if I check yes to every question?

The CSAP compares the answers to the questions in Management Systems, Safety Program Elements and Special Programs tabs to your safety manual. If you answered yes and your program documents can't substantiate your response then CSAP software will detect that discrepancy and discount it from your score.

23. How can I find the discrepancies between the questions and my safety manual?

On the document upload tab, click the button that states view results. This will show you the discrepancies. If there are no discrepancies, the page will have nothing under the association heading.

24. Why doesn't the information save when I enter EMR?

All injuries and illness data for a single year must be entered for it to save.

25. Will other contractors be able to see my score or program?

Your score and safety program is available to Owners and General Contractors that you authorize when you enroll with CSAP. By designating SafeBuild Alliance you will be authorizing Owners and General Contractors who are SafeBuild Alliance members and who paid a fee to SafeBuild Alliance for this access.

26. Why does a description box appear when I click N/A to a question?

The box appears because that question is deleted from your scoring matrix and the application wants to know why it is not applicable to your work.

27. Why did my credit card get declined?

It may have been declined because of mistyped information. The program is designed for the address entered into the company profile to match with the card holder's address. It may decline if there is not a match. If the continue button is clicked before the user name and password screen appears, the card may be declined. Try again.

28. What if we are already enrolled with CSAP for other owners or general contractors?

You will not need to reenter your data but you will need to authorize SafeBuild Alliance to view your profile. After you have logged into the ConstructSecure website and are at your companies profile page you will see a box "COMPANIES ABLE TO VIEW YOUR PROFILE". If SafeBuild Alliance is not visible you select the "Add More" button and you will be able to check the box for SafeBuild Alliance. If you have paid the maximum amount of $1000 there will be no additional charge. If not you will need to provide your credit card again for the amount remaining to reach $1000.

PAC Program

PAC

The purpose of the SafeBuild Alliance PAC Program is to increase efficiencies and effectively promote construction safety. The Program has three important goals:

Prequalification – To standardize and simplify the submission process for review of safety related data and information for selection of contractors for bidding or awarding of work.

Assessment – To provide participating owners and general contractors with a tool and process to simplify the safety prequalification process while allowing companies the opportunity to identify strengths and weaknesses of their programs.

Contractor Certification – To provide an objective process for the SafeBuild Alliance to certify individual contractors as having met high performance standards. This certification is meant to substantiate and provide confidence that the holder of the certificate has objectively demonstrated a strong commitment to safety and health. It is expected that the criteria for meeting certification requirements will expand over time as additional predicators of performance are identified.

The evaluation process uses a web based database containing important safety information in an easily accessible format.

SafeBuild Alliance Certification results when a Contractor becomes a SafeBuild Alliance member and scores 85 or above on the ConstructSecure Contractor Safety Assessment Program (CSAP). The SafeBuild Alliance certification requires a minimum CSAP score of 85 or more to demonstrate a well established and effective safety program. Owners and General Contractors ultimately decide how to use specific information in their prequalification criteria and may choose to hire a Contractor with a lower score.
